Many say that the one and only leveling spec is Frost. But the point is: The best is one which enjoy playing with. This also means the fastest. The Arcane tree is a great choice if you don’t want to play aggressive style, but more defensive and conservative. It is a very manna efficient build. So you will have very little downtime for drinking (regenerating manna). When leveling Arcane Mage, I found out that the perfect build is like this:

These talent points are a must if you want to level as Arcane. The rest of them (14) you can put wherever you like and feel. Many people stay at the Arcane tree to boost arcane spells even more. Or get some nice spells (such as instant invisibility). But you can also go to fire or Frost talent Tree if it suites your play-style.
Leveling Arcane Mage – What is the play-style, spell rotation?
There is no specific spell rotation. On the contrary of the Frost leveling (spamming Frost Bolt), as Leveling Arcane Mage you use a big variety of spells not just one, depending on the situation. However! I found myself that at the early levels, the best way is to start with frostbolt to slow the enemy down. Than spam Arcane Missiles. At level 57 you will get Arcane Blast, which will be the main dps spell against enemies. I also advise you to buy drinks instead creating them. It will lower your downtime. Many of people use manna shield. But I don’t recommend it. Because it drains your manna even more.
